Agriculture, Fisheries and Food (Alteration of Name of Department and Title of Minister) Order 2011 (S.I. No. 455 of 2011)
Summary: From the 17th October, the name of the Department of State, which is, in the Irish language, was An Roinn Talmhaíochta, Iascaigh agus Bia and, in the English language, the Department of Agriculture, Fisheries and Food, is altered, in the Irish language, to that of An Roinn Talmhaíochta, Bia agus Mara and, in the English language, to that of the Department of Agriculture, Food and the Marine
Commission Implementing Regulation (EU) No 961/2011 (OJ L252, p10, 28/09/2011) f 27 September 2011 imposing special conditions governing the import of feed and food originating in or consigned from Japan following the accident at the Fukushima nuclear power station and repealing Regulation (EU) No 297/2011
Summary: This Regulation extends to the 31st December 2011 the control measures adopted on imports of food and feed from Japan following the incident at the Fukushima Daiichi nuclear power plant in March 2011. The measures require that all feed and food originating in or consigned from 12 prefectures of Japan have to be tested for the presence of iodine-131, caesium-134 and caesium-137 before leaving Japan. At least 10% of the consignments of food or feed imports are also subject to a reinforced testing regime in the EU. Feed and food products from the remaining 35 Japanese prefectures must be accompanied by a declaration stating the prefecture of origin and at least 20 % of the consignments are subject to a reinforced testing regime in the EU. The measure will be reviewed on a monthly basis.
Commission Implementing Regulation (EU) No 931/2011 (OJ L 242, p2, 20/09/2011) of 19 September 2011 on the traceability requirements set by Regulation (EC) No 178/2002 of the European Parliament and of the Council for food of animal origin
Summary: This Regulation lays down certain rules for the traceability of food of animal origin to ensure the correct application of the requirements set out in Article 18 of Regulation (EC) No 178/2002. It sets out the information concerning consignments of unprocessed and processed products of food of animal origin which must be available to the food business operator to whom the food is supplied.

Summary: Replaces the text ‘Place of origin’ on page 22, Annex II, Part II, certificate Model Milk-TS, point I.12: with ‘Place of destination’.
Commission Implementing Regulation (EU) No 914/2011 (OJ L 237, p1, 14/09/2011) of 13 September 2011 amending Regulation (EU) No 605/2010 laying down animal and public health and veterinary certification conditions for the introduction into the European Union of raw milk and dairy products intended for human consumption
Summary: Certain dairy products covered by Regulation (EU) No 605/2010 do not fall within the commodity codes in the model health certificates. In order to allow a more precise identification of those commodities in the model health certificates this Regulations amends those models by the inclusion of the missing HS codes. In addition, the Regulation clarifies in the model health certificates that the requirements regarding antibiotic residues, contaminants and pesticide residues may be based on the findings of official monitoring programmes which are at least equivalent to those provided for in EU legislation.

The European Commission has published a revised version of the document titled ‘Administrative guidance on submissions for safety evaluation of substances added for specific nutritional purposes in the manufacture of foods’. The document provides detailed information on the procedure that should be followed for the submission of requests for new substances to be considered for inclusion in the permitted lists.
