AGENDA ITEMS
1. Minutes and Matters Arising
The minutes of 13 th November were agreed with one minor amendment to agenda item 3, paragraph 5.
• Further to the cook chill agenda item LOC noted that KMcD had recently circulated an e-mail requesting members to consider a temperature change. Comments are due back to KMcD by 22 nd January 2004 .
• LOC advised two colleagues from FSA , UK are visiting the FSAI offices on the 23 rd January to discuss a simplified HACCP approach being piloted in catering premises. Full details to follow by e-mail
• Following a matter raised by AD at the previous meeting there was a discussion on a possible 'HACCP Train the Trainer Programme' with a "monitoring" procedure for consultants/training providers who wish to use it. AMK explained that this approach is being used for training providers/consultants who wish to use the FSAI's Induction Training Programme.
A further discussion took place on the standard of training providers and consultants who provide services to industry and are on the FSAI's database. AMK explained that the database is provided as a service to industry and provides information and advice to industry on how to select a training provider/consultant.
Noted: SC will think about possible solutions to tackling the issue of endorsement/auditing of training providers/consultants
2. Compliance Document (Guidance Note No 11)
An updated compliance document (GN 11) was circulated to the SC and discussed at length.
Agreed: The changes were agreed and the document was signed-off.
Noted: JM requested the document be circulated to a wider audience.
Agreed: The SC agreed to wider circulation for information purposes. LOC to proceed to publication process
3. Review of 2003 Targets
LOC acknowledged the work of the EHO's carrying out the interim assessments
LOC circulated a draft report on the interim assessment of 2003 target premises
Noted: Overall the report shows the national HACCP strategy is achieving its objective of increasing compliance
LOC asked members whether the premises assessed in the interim study were the same as those assessed in the original baseline assessment.
Noted: Most members said they thought they were the same
Action: Members will e-mail AB with confirmation
Agreed: The final assessment will be carried out in January 2004 - end of March 2004
Agreed: The final assessment will not be a desk top exercise i.e. premises must be visited in the period January - end of March 2004
Agreed: The deadline for results to be sent to the FSAI is the 9 th April 2004
LOC reminded members that the end of the target period for the hospitals and nursing homes is June 2004
4. 2004 Targets
LOC noted that based on the experience from the 2003 targets that the approach to the next target group should involve the baseline assessment being conducted in advance of the start of the target period and have relevant documentation ready to circulate at the start of this period.
There were many suggestions on the target group for 2004 and there followed a discussion on same
COS thanked the Chair for being invited to the meeting and advised that he was currently involved in HACCP training for domestic abattoirs and was assured that the SC were facing similar problems and looking at similar solutions. It was suggested that the SC focus on butcher shops as the next target group by way of tackling the food chain in a seamless fashion.
Noted: GN objected to this as butchers have received much assistance from the Craft Butchers Association. She felt it would be better to target a group who have had limited if no assistance to date such as small restaurants. A detailed discussion followed on how to tackle HACCP compliance in catering premises. It was noted that the broad category of restaurants would need to be sub-divided to enable the development of targeted/sector specific HACCP material.
Agreed: The launch will take place in June with documentation and letters being sent to all butchers premises
Agreed: Documentation to be the same as catering pack but to replace 'HACCP in Catering' with 'HACCP in Butchers Shops'
Agreed: High risk butcher shops (any premises registered as a butcher shop which is serving both raw and cooked products/meat) is the next target group
Agreed: EHO's will carry out a desk-top assessment of butchers in April 2004 - end of May 2004
Agreed: Restaurants (sub-group to be decided) will be targeted after butchers, however no date was set for this
Action: Members to liaise with colleagues to determine which sub-group of restaurants needs to be targeted
Agreed: SC will produce documents for the restaurant section in June - December 2004
Action: LOC to develop and circulate a work plan for the Steering committee
5. FSAI Update
(i) LOC advised she recently attended 2 conferences on HACCP:
• Royal Institute of Public Health , UK
• EU RAIN, Budapest
Action: LOC to circulate the BTOR's to the SC
ROG left the meeting at this point
(ii) WA noted the Food Unit, DoHC had given 15000 euro from their budget to each HB to be used for HACCP
Noted: This money can be spent however each HB sees fit, however it must be spent on HACCP campaign
Agreed: HB to contact Food Unit or the FSAI to advise if they have (a) received funds (b) how they intend to use them
Agreed: This will be reviewed at the next meeting
LOC reiterated her invitation to SC to the meeting with FSA on the 23 rd January 2004
Action: LOC to send invitation by e-mail
6. Health Board Updates
JM advised he was receiving suggestions from colleagues in SHB for the SC to produce a basic HACCP document that may be suitable for high street stores
7. Frequency of meetings and agree future dates
The frequency of meetings was not decided as this may change depending on the work load throughout 2004
Agreed: The following dates are provisionally booked for meetings in 2004

WA suggested the SC develop a system consisting of small sub-groups working on specific projects/documents to speed up the work of the Committee
Action: WA to e-mail SC requesting nominations for membership of same working group
RP suggested contacting Denis Kiely, SQT Training Ltd who the SEHB have used in HACCP refresher training. RP proposed Mr Kiely had a practical approach which may be beneficial to the implementation of HACCP in small businesses.
The next meeting of the National HACCP Steering Committee will be held on 1st April 2004
