AGENDA ITEMS
LO'C welcomed Mr. Jeff Moon, Chief Specialist: Environmental Health, FSAI to the meeting and introductions were made.
1. Minutes and Matters Arising
The minutes of the last meeting were agreed without any changes being made.
2. Guidance Note on Compliance
The updated draft Guidance Note on Compliance was circulated to the group and there followed some discussion on the context.
Agreed:
1. LO'C to incorporate comments and circulate the guidance note to the Working Group for final comments by Wednesday, 17 th July 2002 .
2. The Guidance Note will be made available from FSAI website once the final draft is signed-off.
3. The Guidance Note will be published as Revision 1 and may be revised at a later stage based on experience.
[NOTE After the meeting it was determined that in accordance with the FSAI Quality Management System it was necessary to circulate the final draft guidance note to a designated group within the FSAI and then return the document to the Working Group with an agreed list of comments from the FSAI. This process has been completed and the final agreed version of the guidance note was posted on the FSAI website as Guidance Note No 11 on 16 th August 2002 .]
Noted:
LO'C circulated document Annex III and IV of has Commission Recommendation (2002/66/EC) concerning a coordinated programme for the official control of foodstuffs for 2002. In Ireland it is planned for this programme to run from September to December 2002. In addition to the microbiological component there is a HACCP element;
• Assessment of the microbiological quality of a) pre-cut fresh fruits & vegetables; b) sprouted seeds and c) unpasteurised fruit & vegetable juices
• Assessment of compliance with the HACCP component of Council Directive 93/43/EEC in premises producing and / or selling these products.
Agreed:
LO'C to circulate the protocol for the 4 th quarter national survey to the HACCP Steering Committee for comment both on the microbiological and HACCP compliance assessment components.
3. Initial Compliance Targets and Action Plan
There was a lengthy discussion on the action plan and the setting of compliance targets within Health Boards. It was agreed that the 2 groups to be targeted initially are Hotels that facilitate functions and Care Centres (this needs to be defined).
Agreed:
1. The FSAI will discuss the issue of targeting Health Board premises with The Department of Health and Children.
2. LO'C to forward a draft list of 'Care Centres' to the Committee for agreement.
3. FSAI to work on action plan to propose to Health Boards.
4. The deadline for Care Centres and the Hotels would be within 18 months and within 12 months, respectively.

RO'G left the meeting at this point.
4. FSAI Update
• WA advised the FSAI are in the process of setting up a Catering Forum.
• Guidance Note 8 (The Implementation of Food Safety Management Systems in Beef and Lamb Slaughter Plants based on HACCP Principles) was circulated to the group.
• LO'C advised that Karl McDonald, FSAI is currently working on a glossary of HACCP and food safety terms. This will be put to the group at a later stage.
5. Health Board Update
LO'C suggested that it might of benefit to review the literature and activities (and specifically any lessons learned) of the various Health Boards to date in relation to promoting HACCP in their area.
Agreed:
• LO'C to designs a very brief questionnaire to circulate to the Steering Committee.
6. AOB
Pat Garvey is the 2 nd Representative for the NEHB and should be copied on all correspondence.
JM advised he had forwarded details of the SHB study of catering on bus tours in Kerry to the FSAI by post.

The FSAI have not received the document.
Agreed:
• JM to forward the document to the FSAI.
The date for the next meeting is the 2nd September 2002 @ 10.00am.
